Budget 2024: Only these non-filers can travel abroad

The Finance Bill 2024 has introduced a restriction on foreign travel for Pakistani citizens who are non-filers of income tax returns.

However, this restriction will not apply to individuals holding a National Identity Card for Overseas Pakistanis (NICOP), minors, students, and other specific categories as notified by the Federal Board of Revenue (FBR).

According to a tax expert, this measure aims to encourage more citizens to file their income tax returns. The Finance Bill includes provisions to exempt certain groups from this travel restriction to promote compliance without unduly burdening specific individuals.

The expert also pointed out a potential issue with the implementation, questioning how the FBR would manage to impose a travel ban on non-filers who are dependents of a filer.

These dependents are already declared in the income tax returns of the primary filer, often the head of the household. This raises concerns about the practical enforcement of the proposed travel restrictions.
