PESHAWAR: The Khyber Pakhtunkhwa government has decided to terminate employees hired during the caretaker government’s tenure.

A bill, titled the Khyber Pakhtunkhwa Employees (Removal from Services) Bill 2025, has been finalised and included in the assembly agenda, proposing the dismissal of employees hired between January 22, 2023, and February 29, 2024.

However, the proposed bill exempts appointments made through the Public Service Commission and those recruited under the children and minority quotas.

As per the bill draft, a seven-member committee will be constituted, which will be headed by the Secretary Establishment, to oversee the process and address obstacles during the terminations of employees. The committee will have the authority to make final decisions and all departments will be directed to submit reports on the recruitment made during the caretaker tenure within 30 days.

The bill aims to declare the caretaker administration’s recruitment illegal.

This development follows an investigation that revealed 566 illegitimate appointments created during the duration of the caretaker administration, costing the public coffers PKR 480 million annually. Earlier, government workers who skipped formal office hours received a severe warning from the Khyber Pakhtunkhwa Finance Department. Discipline, transfers, or salary deductions could follow negligence.

All provincial offices and agencies received a notification in response to public complaints, directing staff to adhere strictly to office hours of 9 AM to 5 PM.
