The Asian Development Bank (ADB) has advised Pakistan to implement India’s “Understanding of Lifelong Learning for All in Society” (ULLAS) scheme to reform its struggling education system.

This recommendation follows Pakistan’s appeal for financial assistance to improve education quality and address the high number of out-of-school children.

ADB stressed the need for a joint effort between federal and provincial governments to enhance skills such as literacy, digital skills, financial education, and healthcare awareness. It also proposed leveraging Pakistan’s Prime Minister’s Task Force on Education to develop a national strategy.

Additionally, ADB suggested supporting school meal programs in Balochistan and Khyber Pakhtunkhwa, with potential funding from Japan Funds in Trust. Plans include creating a registry of school buildings in disaster-prone areas for insurance purposes.

The ADB has already invested $175 million in education projects in Punjab and Sindh and is exploring further funding to improve secondary education in Punjab and expand social protection programs.
