The federal cabinet has given its approval to the Hajj Policy for 2025, marking a significant step in preparing for the upcoming pilgrimage. The decision was finalized through a circulated summary, sources confirmed on Thursday.
Hajj Package Costs and Quota
Under the newly approved policy, the official Hajj package is expected to cost between PKR 1,075,000 and PKR 1,175,000 for next year’s pilgrims. A total of 179,000 Pakistanis will be able to perform Hajj in 2025. The quota is equally divided between government-run schemes and private operators, with each side allocated 89,605 pilgrims.

Special Allocations
In addition to the regular quota, 1,000 slots have been set aside for hardship cases, while 300 positions have been reserved for low-income workers registered under the Employees’ Old-Age Benefits Institution (EOBI). These allocations aim to make the pilgrimage accessible to a wider range of citizens.
Hajj Duration and Health Requirements
The 2025 Hajj will feature two options: a long Hajj lasting between 38 to 42 days, and a short Hajj of 20 to 25 days. The policy stipulates that children under 12 will not be allowed to participate. Moreover, all pilgrims must be vaccinated with Saudi government-approved vaccines.
“Road to Makkah” Service and Women Pilgrims
To further facilitate the journey, the “Road to Makkah” service will be operational at Islamabad, Lahore, and Karachi airports. Additionally, women without a male guardian (mahram) will be permitted to perform Hajj, following the conditions set by the Islamic Ideology Council.
