NEW DELHI: An FIR (First Investigation Report) has been registered against CISF constable Kulwinder Kaur in Punjab on Friday, following allegations by Bollywood actress and newly-elected BJP MP Kangana Ranaut that she was slapped by Kaur at Chandigarh Airport. Kaur faces charges under Sections 323 (voluntarily causing hurt) and 341 (wrongful restraint) of the Indian Penal Code (IPC). No arrest has been made thus far.
The incident reportedly occurred on Thursday, as Ranaut informed CISF officials upon her arrival at Indira Gandhi International Airport in Delhi. She claimed she was slapped and verbally abused by the female constable before boarding her flight. The constable was initially detained and later suspended.
“I was hit on the face, abused. I am safe but concerned about terrorism in Punjab,” Ranaut stated in a video posted on her X handle, highlighting her concerns over rising violence in the region.
Punjab BJP President Sunil Jakhar condemned the incident, calling it unfortunate and unacceptable, emphasising that violence should not be a means to express dissent.

In response, farmer unions SKM (Non-Political) and the Kisan Mazdoor Sangharsh Committee have voiced their support for the suspended constable. They allege that Ranaut had referred to Kaur as “Khalistan Kaur,” an accusation that the actress has not addressed publicly. Kaur, who has served at the airport for two-and-a-half years, expressed her distress over Ranaut’s statements during the farmers’ protests, particularly Ranaut’s claim that farmers were protesting for ₹100.
“She (Kangana) made a statement that the farmers were sitting in protest for ₹100. Will she go and sit there? My mother was sitting there and protesting when she made this statement,” Kaur said in a televised statement.
CISF DIG Vinay Kajla commented on the matter, describing Kaur’s actions as an emotional outburst for which she is apologetic. He mentioned that her husband, also a CISF member, is stationed with the dog squad.
Ranaut recently secured a parliamentary seat, defeating Congress candidate Vikramaditya Singh by 74,755 votes from Mandi, Himachal Pradesh, in the recent Lok Sabha elections.
