The federal government of Pakistan has initiated the process of abolishing various support positions, including naib qasid, security guards, gardeners, and sanitary workers, following recommendations from the Rightsizing Committee, as per ARY News.
Job cuts and hiring freeze
According to sources privy to the situation, the government has decided to abolish roles such as naib qasid, security guards, electricians, plumbers, record sorters, and carpenters.
In line with this decision, the Federal Establishment Division has issued directives mandating a hiring freeze for these positions across all federal ministries and divisions.
The directive prohibits ministries and divisions from creating or requesting new posts for the aforementioned roles. Cleaning, plumbing, and gardening services currently performed by federal institutions will now be outsourced, allowing for a more streamlined approach to these support functions. Additionally, any vacant posts within these categories will be deemed “dying posts” and will remain unfilled.

Context of the decision
This decision aligns with the federal cabinet’s instructions, highlighting the importance of rightsizing within the government structure.
Earlier in July, Finance Minister Muhammad Aurangzeb underscored the need for rightsizing, particularly among five key ministries: Kashmir and Gilgit Baltistan, SAFRON, Industries and Production, IT and Telecom, and Health.
Minister Aurangzeb noted that Prime Minister Shehbaz Sharif would make the final decision regarding the rightsizing measures.
He also highlighted ongoing reforms in the Federal Board of Revenue (FBR), which include weekly meetings chaired by the Prime Minister to discuss strategies for reducing the financial burden on lower-income groups.
