The National Database and Registration Authority (NADRA) has rolled out a comprehensive plan to modernise the registration of vital events such as births, marriages, divorces, and deaths across Pakistan.
The Civil Registration and Vital Statistics (CRVS) Inception Plan, approved by the Ministry of Interior, aims to streamline processes by enhancing digital integration between federal and provincial systems. The initiative is set to be implemented over a two-year period and will be executed in three phases.
The first phase will see the integration of Punjab’s Health Information System Delivery Unit (HISDU) and the Federal Directorate of Immunisation (FDI) with NADRA’s systems. This phase will also introduce new tools to monitor birth and death registrations at 10 key hospitals, along with SMS alerts to notify citizens about birth certificates.

The second phase will extend these systems to cover 25% of public healthcare facilities across the country. Additionally, the registration of marital status changes, including marriages and divorces, will also be digitized.
In the third and final phase, the plan aims to reach 90% of healthcare facilities nationwide. All Town Committees and Union Councils will be fully integrated into the digital framework, further expanding access to registration services.
NADRA is also developing a mobile application to make these services more accessible to both citizens and officials. The authority is simultaneously working on legislative reforms to better synchronise registration processes across federal and provincial levels.
