The Punjab government has issued a notification regarding army deployment, which briefly explains the role of the military during their deployment, known as the Rules of Engagement.
The govt has called in the military for the security of the SCO (Shanghai Cooperation Organisation) summit.
What did the govt say about army deployment?
According to the govt, for maintaining law and order and providing security to foreign delegates during 23rd meeting of SCO Council of Heads of States, Armed Forces in conjunction with Civil Armed Forces and Police, will be deployed around the Airbase/ Airport, routes, venues, accommodation etc. falling within the territorial jurisdiction of the Punjab.
The army can use of minimum force under the circumstances and proportionate to threat, however, no rule/ legal procedure limits one’s right to take appropriate action to defend himself and the infrastructure/ entities entrusted to him.

Warning shot may be fired over the heads of hostile elements. Hostile fire should be returned effectively and promptly to stop hostile act.
In the absence of local police authorities, armed Forces will also be permitted to detain any person who commits or threatens to commit a crime.
Earlier, the federal government issued a notification for the deployment of military personnel in Islamabad to ensure security during the upcoming SCO summit.
According to the notification, the military will take charge of security duties under Article 245, and their deployment will last until October 17, coinciding with the conclusion of the summit. The army will lead the security operations in Islamabad, with assistance from the police and other relevant agencies.
